Ignore the stated meaning. Look only at what the people actually do — the rust marks. What single meaning would regenerate all of it? Write the sentence no one would put on a wall. If it doesn't regenerate the behavior, it isn't the one — keep drilling.
If that operating meaning is real, the next live decision will go a certain way. Name it, date it, check it. And if a lock is detected: one good act will not move the people — a split discounts the first instances. Repair is repeated cycles, not a single reading. Behavior arbitrates, repeatedly.
